Thanks to everyone for putting up with my posts about running lean and my cruise surging.

I rebuilt the carbs and reset the floats to 16-17mm according to the Triumph service manual. They were originally closer to 18mm (the outer edge of the published limit).
I ended up with 45 pilots/150 mains, 2.5 turns and 1.5mm of shim on the needle. Going to re-dyno this week.

Two days and about 75 miles on it since the rebuild and it's running great. 130 mph indicated today, no hiccups, hesitation, burps, etc!

Cheers...

Remove and invert the carbs.
Remove the float chamber cover.
Measure from the gasket surface to the highest point of the float. Triumph specs state 17mm +/- 1mm.
Be sure not to depress the pintle, the float tang should rest on it but not depress the plunger.
(you'll understand when you look at it)
Adjust very carefully by bending the tang of the float.

Let me know if you want the scanned instructions out of the Triumph manual. I'll post them if you'd like.
