That's one way of stopping......not the preferred way but certainly unique.

I had a friend do something very similar as a kid on his bicycle at the bottom of a big hill....he stopped pretty quickly.

What happened? It looks to me like the rider KNEW that his wheel was about to come off (notice his left leg "supporting" the bike) and when he used the brake(s), it collapsed.
