It could be carburation; you really need to soak the metallic parts in Berryman's Chem-Dip for 1/2 hour, then carefully check each passage, and rebuild them very carefully. Tweaking the low speed mix is critical, and replacing main jets, needles and needle jets as a set is the best advice.
It could be ignition timing, or improper adjustment of the points, weak or failing coils and/or condensers. Top-to-bottom careful analysis of all of these is in order.
Careful adjustment of the valves should be done, and clean air filters are a must.
