Forget about "restored." Who cares. Get that thing running...then ride the pi$$ out of it. And then if you decide to sell (which I don't think you should), a running bike will command a better price.
These bikes are not hard to work on, so I'd suggest you give it a go yourself. You have tons of free advice here and on britbike.com. Parts for T140s are plentiful. And the bike is fully capable of keeping up with modern traffic.
Getting her on the road may be a bit of a challenge, but it's a fun challenge. I have a T140D that needed a bit of sorting when I got it. Now I commute on it everyday. It has never let me down.
The only challenge a new bike presents is writing the check.
