Couple of things in response:
1 - if the pickup leads on the electronic ignition were reversed (depends which make/model) the timing could be out by 20-25 deg, and you would have mega-trouble starting the engine.
2- if your plugs are pure white, you may be a little too lean. Not sure if you're running an Amal, but if you are, try taking the needle up one notch to make it slightly richer in the mid range. Ie if you've got the clip in the top notch, move it to the centre notch, raising the needle.
3- when you strobe the timing, are you doing it at 5000 rpm? This is where the electronic ignition systems reach maximum advance. If you're setting it with a strobe below 5000 (eg 2000 -3000 rpm), it will be too advanced at lower revs.
4- set your timing with the engine at normal operating temperature. Take it for a 5-10Km run, bring it back home, then do your timing.
