Have an opportunity to pick up a 1967 Tiger T100C 500 cc with 6035 orig miles in great shape, owner wants $3800 for it.

Watched one go on Fleabay for 7450 so If it runs makes you happy and has a clean title and runs out okay buy it. I picked one up for 2800 in a hardtail frame and not stock and rolled it over for 4500 with out touching it .
Is this a bike that is close enough that you can go see it, and ride it or at least hear it started and run? Or is it something you are buying from pictures and are being told that it is in great shape?
