67 T120 TT wont start. need help

I've got my friends 67 T120 TT in my garage. The **** bike won't start at all for anything over a second or two.

Alittle history on the bike. He's had it since 67 and it went through many changes over the years. A few years ago he had it restored, picked up it at the shop and rode it home. The next day it started up and ran for 10 minutes and then died. He was fed up with the restore place; somewhere in north NJ. Anyway. Its sat in his shed for about 3 years and I offered to keep it in my garage and try to get it running.

I drained the carbs and tank and put fresh fuel in it. It has a Boyer EI installed and the battery is a sealed unit that is fully charged. The carbs are Amal Monoblock 389's I believe. I've been messing with the air screw and had it almost fire up for about a huge 4 seconds.

Anyone have experience getting these bikes to run? Could really use the help and I'm sure my buddy would appreciate it too. Its a really nice bike but short of tearing the carbs apart I'm not sure. The bike has plenty of spark so I would guess the EI is sending power to the coils.

Crack the fuel cap to see if it's a question of fuel delivery, plugged vent in the cap? Do the ticklers send a good dribble of fuel out when you push them? Did the restorers change the coils to DC coils? The stock TT had AC coils. Are the ones you have cylindrical or not? A photo would help here.
Check the valve clearance.........two thou inlet and four exhaust when COLD.
Get the cylinder compression with a gauge. Well, that's a good start.

Check the timing and make 100% sure that battery is good...just cause it reads 12v on a multimeter doesnt mean its got enough juice to run a boyer, nor does a spark on a plug sitting outside a motor mean a good spark underr compression..they are voltage sensitive...also when the shop converted it to boyer did they set a up a charging system..the original ET ign had a different alternator

it can only be fuel, spark, timing or tight valve clearances...

and if its been sitting that long change all the oil before you start it
