Here is what I'd do.
Use the good frame, obviously. Since you need a good frame, that supports the grand for the purchase. So, yeah, I'd say go for it.
Fuse the two engines together. I'd use the 66 cases and crank, the 72 rods, pistons, and cylinders (swap the tappet blocks and have the assy. balanced, with new rings and clips.) with the TR6 single carb head, pushrod cover tubes, and rocker boxes. But use the 72 rocker arms and shafts. Do some small and simple modifications and fit the entire five speed from the 72, along with all the shifter parts. You will have to do a little shortening of the detent plunger housing...best done by installing a spacer between it and the case. The 72 five speed isn't as robust as the later bikes, but it still shifts very well, and for a single carb bike without hot rod intentions, it should be fine. I like to put these gearsets in preunit 6Ts and preunit 500s, they rarely stress the gearboxes. Use the heavy cam pinions and late oil pump from the 72 along with the late points and breaker cam, if you choose to run points. Use the 72 exhaust cam, as it's hardened. If you can get a 69 Intake cam, or a set of cams from a 69, that would also be hardened and would have the hole for your crankcase breather. The 72 doesn't have that necessary hole.
Use the better of the two clutches, they are interchangeable. The later hub uses a thrust washer which used to be easier to get. Don't know about now. I'd get a three phase Sparx alternator, just to be sure. You won't need a battery, just a filter cap of about 4500 mfd.
That will give you a pretty cool ride. That will simulate a 68 650, which is one of the best.
