Wanna be really nit picky?....wrong nuts under the rocker boxes....wrong front fender brace, bottom/rear one.

It could end up at 19K for a bike with no mufflers or lights. Nuts. Unless you have a museum.

appears to be a very nice 70 even appears to have the taillite extender.
Front tire is not correct as are the chrome speedio/tacho cups.

Even if the bike were a no mile RT, in my opinion , $21,900 is a wee bit high for the current market. Might be the going price in 10/12 years based on past increases.

You have to wonder sometimes if what these bikes sell for is based purely on what someone is willing to pay for it.
Here's a 69 that just sold at the buy it now price of $9000.00.
