How do I free it up??? Removing from engine and screwing up engine timing would like to be avoided.

With a fine point felt tip pen, mark the points plate and the side wall of the points well with a line that goes from one to the other. That way, when you take the points out, you can put them back exactly where they were, and therefore timing should be very close to what it was. Timing is stuffed anyway, with advance mechanism stuck.

Undo and remove the points plate, then undo and remove the bolt in the middle of the cam. Insert larger diamater bolt about 6 threads, and draw off the tapered joint. It's keyed, so it can't go back in the wrong way.

Springs off (replace em), weights off (good clean with steel wool), clean up the plate and cam, apply light coat of 80w oil, and put it all back together. Make sure weights move freely in/out, and cam roate accordingly, before it goes back in th engine.

This probably comes too late.
First, make sure that it isn't a lever or cable problem. Then...
Heat the mag end GENTLY with a propane torch and using a small syringe or q-tip, feed in some light oil. I like synthetic ATF. Tap lightly while trying to rotate the ring. Repeat as necessary. If you have to remove the ring, clean out all the glop and relube with graphite upon reassembly.
