pugman,

By the letter of the law, changing frame numbers by restamping
is a FEDERAL VIOLATION.

And yes if you title an engine number, and someone else has the
frame, with the same number titled, you can find yourself in court.

Happened to a local guy, but he was lucky. He had the titled frame
and some other fellow had the titled engine in Florida. The fellow
in Florida had to surrender the engine to the court untill the case
is heard. Because....

Most states title to frame numbers as engines wear out an can
be replaced. Also in most states if there is major frame damage
the machine is scraped.

Now there are new title laws in CA that do give you a "Parts title"
on the componets of any machine. So you can prove that the
engine or transmission you bought is really yours. I think you will
see more states following this lead.

Just to throw in my unsolicited .02, The 73 Triumph "Tiger" I bought had no frame numbers. I titled it as an "Assembled Vehicle" because of that. There were no frame numbers because it was a "custom" frame. So they gave me a VIN number(which is actually the frame number) on a sticker to attach to the frame where the original VIN should have been. The registration calls it a 1973 ASMBL. So I walked in to the DMV to get a $10.00 VIN inspection(Since I built it, they had to inspect it before giving the VIN) and walked out with the VIN, Title, Registration and custom plate. This, by the way, is in Oregon. The blue state that's really a red state. We have awesome gun laws too. A shall issue carry permit. Sweet. Can't beat it.

One more thing. Not sure about Ohio, but in Oregon if you have an engine with a serial number from one motorcycle, and a frame with a serial number from another motorcycle(frame and engine number are completely different) the you would to get a "Kit" title. This allows you to take items(frame and motor) that are already VIN'ed seperatley and title them as one VIN.

PS Also a word of caution. When I went into the DMV, the took all my original receipts and put them on file(to prove these were legal parts) and I can not get them back. I did not know that was going to happen.

Ohio accepts frame or engine number. my neighbor has a 68 650 but there is not one number on the frame or engine! The cases are obviously replacement with the Triumph logo.
