Pugman, I just got a '76 T140V with a '71 motor so of course the #'s do not match. I had no problem at the BMV and the Ohio title shows only the frame #, there is no reference to the motor # on mine. I would go to your local BMV and ask just to be sure.
Good luck on your build! and show us some pictures.

I got the titles transferred on my BSA and Triumph in at the Bedford Heights BMV, and - luckily - they don't have a clue there. My BSA frame has no number, so she used the engine number. Then, when I tranferred the '72 Triumph title, she didn't know which one to use, so I pointed out the engine number, and she went with that...
I guess it depends if the government employee has a clue - silly question, I know...

In cases like this, it's best to talk privately with a DMV (BMV?) supervisor and explain that you are home-building a bike from parts, and would like to go through the system with as little misunderstandingas possible. Tell them you have an engine, frame and (if applicable) title that matches one of the two; also make sure you have sales receipts for the items, with serial numbers. Reasonable people tend to be very helpful and will go the extra mile if you wait patiently for a one-on-one meeting and have all the paperwork on hand.
I typically take print-outs showing the major project steps such as the bare frame, dirty engine lump, then a few progress shots and a final photo of the completed bike. It seems to help my case; I've never had issues, and I've been down that road a dozen times.

And a note to all,
Here in the lovely state of NC. Titles are by frame numbers.
However, if your inspector is a tad cranky that day he may
just make you get a title for both frame and engine if the
number do not match.
I really have to move,

Just a note. I went to the Northfield branch to renew my registration last month and asked what series plates they were up to since i had a 1976 I thought I would be lucky and get one.
So I asked and she said they were at 29ABC and then asked why, I said because my bike is a 1976 so she asked the manager and he told her to dig through the boxes until she found a '76ABC plate.
SO now I have a 76SJM plate on my bike. Point is they were more than helpful and all you have to do is ask!

Even though they had to give that plate to someone, it is rather
nice that they went to the way of kindness and did something
nice.
Of course, they would be stoned to death here in NC for such
an act.

I am pretty sure in Ohio it is supposed to be titled to the frame, but that being said I have had bikes titled both ways and never run into trouble. Hypothetically if a cop checks your vin on your frame and it isn't on the title you could have a problem...

Whichever way. Just make sure you have a signed and Notorised
bill of sale. It can be hand written in crayon so long as a Notory
puts thier stamp on it.
