Start with what you have not checked, and that is Timing. The one
breaker is just like the set that a car has. One set of breakers
controling more than one cylinder. Here is the problem with that
system. You can only get an average time set up between the
two cylinders. With a twin point set up you can time each cylinder.
So in your case try to get the best average you can on timing
and make sure the advance plate is work right.
Then back to the carburators. And fresh fuel is the way to go here
as well. Just make sure every passage is cleaned out. The 1/3
throttle problem would lean towards something to do with the needle
jet and needle. Either being set wrong or gummed up.
A good a place as any to start. But before you run to the shop.
Lets touch on charging for a moment. You need to get a good
charge going as this will effect the entire ignition system and the
condition of the spark. Since the machine has been sitting for
awhile, you may get lucky and it just might be a weak set of
magnets not producing enough of a field for the stator.
