It's an older bike - I can't tell you the year for sure. The bars are probably stock, they are not from any of the vendors offering aftermarket bars for Hinckley twins if that's what you're wondering.
The front brake appears to be from a 69 or 70, it has two carbs so it is a Bonneville (T120) and looking at the note at the bottom of the picture I'd say it's a 1970 T120R which was/is the Road version. The handlebars and exhaust are not stock for stateside T120R of that year.
It is really hard to tell what the bars are and I assume that this is the only and best picture you have. Due to the poor picture quality the bars don't look like clip-ons and are too high for flat bars. They are probably a variant of the shallow UK bar with a 1 1/2 in rise. Both the exhaust pipes and the mufflers are not correct as are the velocity stacks.
As for the year, coil location suggests pre oil-in-frame type thus no later than a 1970. The oil pressure switch wasn't introduced until '69. The front end looks no newer than an early '70. The rear grab rail and signals are missing which would help confirm some things. The tank paint scheme suggests post 69. Is the rear fender painted? The front brake/hub if from a 69-70. Can't clearly tell for sure on the carb mounts which if screwed in are pre '72. Rest is pretty unclear. My guess the handwriting re model and year is probably correct. The serial number would tell you for sure.
The R designation on the T120R was the US export version of the UK's T120 and came with (raised) US export bars. This suggests that the bars and cables had also been changed. Plug wires also look to be changed out.
Something about it looks thicker; meatier. I really like the look. I printed it from somewhere on the net a long time ago, and found it in my office. So what you see here is a scan of a copy, and obvious poor quality. I wish I could find the site I got it from. I believe it may have been Ebay, from a few years ago. I love that bike!

I just had them on a custom Norton I'm building, decided to go with sport bars with a bit of rise to them. Here's a shot of the drag bars, if you can really make anything out in this photo-
