Upgrades to the TriumphRat.Net Blogs

TriumphRat.Net was taken down for a short while this evening to complete an upgrade on the Blogs System to resolve several bugs.

Searches were fixed some time ago, but now the "band-aids" are removed with proper code.

I've also removed the Moderation requirement for Registered Users and Moderators, meaning that your submissions will appear as you contribute them.

There will be a few changes upcoming, to support member personal blogs.
