This kind of thing really bugs me.
Firstly, the woman should not have taken matters into her own hands, but called the constabulary - simple. When the constabulary arrive, they arrest the children. It's their job, simple as that. It's not usual in my experience that the parents of these kind of children know what their children are up to either, so they should be taken home by the police who should be given powers to prosecute the parents for their children's actions.
If the legal system MADE parents responsible for teenagers, perhaps parents would make themselves more responsible for making sure the children understood common sense and moral values and that public property was just that, for the enjoyment of the public, and not there for their perverted entertainment.
IMO, there is no excuse for this woman (although her heart was in the right place) behaving as badly as the children. According to the article she became abusive, threatening and threw a bike on the road. She's just set them a very bad example in my book. Although, there is nothing wrong with talking to them in a civil manner, firmly and positively about the wrong they are doing.
Whilst it may look like the court was incorrect in fining her, she should never have let it get out of hand like she did.
At least, that's my take on it.
