It says that mine are enabled but yet they are nowhere to be found. Ideas?

Do you mean that smiles are not available when you start a thread, or reply to one? As I reply (as a test), there is a list of "Miscellaneous Options" below my edit window. The third option is "Disable smiles in text." If that's checked, then your smiles are turned off.

Other than that, I got nuttin'

I don't have them whether replying or starting a thread. And in regards to "below my edit window" is concerned, I only have 2 options - not three and smilies isn't one of them. Hmmm....

Hmmm indeed. That's weird. Sorry I couldn't help. Maybe search in the FAQs area, and for the words "smiles" or "smileys" while you're waiting for someone to come along that knows what the heck they're talking about.

.... go to 'user control panel' on lhs of this page.

Go to 'edit options' then go to 'misc options' at the bottom of the page and check that you arent set on 'basic editor'.

You should be set to 'enhanced interface full WYSIWYG editing'

That might fix it for you.

Usually you will have some smileys to choose from on the rhs of the box while you are writing your message.
