In July 2008 this happens!

This makes me feel a little happier - though I think enforcing may be contentious. http://www.dmv.ca.gov/cellularphonelaws/ In the mean time I expect everyone will be using up all their roll-over minutes!

Laws similar to this have been in effect in Australia (at least in NSW) for many years.

I only see this as a good thing.

It is always surprising to me that even in states where talking on the phone while driving is not illegal, if you were to take a call while doing a driving test at the DMV, you would fail immediately.

I would like to see them do that sort of thing nationwide - I have no problem with them eliminating their use while driving period. I have seen too many times how their use effects attention to driving - myself included. this is a good thing.

We already have the law over here, your licence is endorsed with 3 points (12 points and your banned) plus a £60 ($120) fine

It doesn't stop them from doing it though

Too true,
Have the laws is one thing, but enforcing them is a completely different thing.

Over the last few years, a lot of countries/states have placed cell phone & driving laws on the books. New York has clear-cut rules much along the same lines as the ones outlined here... the problem isn't the law, it's the enforcement of it (or the will to enforce it).

A simple camera will show the vehicles speed, license and driver activity. Set them in patrol cars, at lights or where the hated (grrrr...) speed cameras are now. Instant revenue without the community backlash caused by the excessive issuing of speeding tickets. I really think most people view driving cell-phone users in the same way they view drunk drivers. Everybody (even those who do it) accept that it really screws up your driving, and it's an absolute yes/no guilt issue, rather than the question of degree as often posed by a speeding conviction.

I've never been one to be a tattle-tale preferring a little frontier justice instead. That said, I'm seriously considering getting a helmet-camera to capture license plate numbers. That way, I can report every last phone-yapping douchebag I see. I only wish it went into effect right now!

+1. We've all been guilty of it. It should be seen as a welcome event, especially by motorcyclists who stand to lose the most to the cagers driving while talking on the phone.

I wish Alabama would pass some laws about driving while talking on the phone. Then the state troopers could do a taking back the hiways/airways week long two for one special.

We also are in serious need of car inspections. One of bonniegirls first treats driving down the interstate in Birmingham was being passed by a car that was billowing smoke and the drivers side door kept opening about 2 inches and then reclosing as if it were bungy corded.
