I just looked up on the Google that Texas is 7.4 trillion square feet in size. Doing some math...it was kind of hard...it turns out that that would be 1,057 square feet per person. That's like a decent size apartment. So this is possible.

I don't know think there'd be much room for much else though. Like roads and trash dumps and stuff.
