I think it's a combination HAP.
I think there are probably far more people than you realise that hide highly unpalatable views and have areas where they could be considered quite extreme but their personal morality and mental health prevents them acting upon it and keeps them civilised.
It takes. A person without the checks and balances which keep us seeing others as more than obstacles and objects but as humans like our families AND a reason to need such obstacles removed (the ideology in this case) to cause such evens. That's why IMO they are quite rare.

I'm sure that's true, and that's the rub. At least in some cases we are willing to say that we are certain of it when the perp has passed away. I'm perfectly OK with unlimited confinement.

What's the point in that. His suffering achieves nothing, he suffers until he dies but when he dies it will be no different to if he either didn't suffer or wasn't allowed to live.
