Oh for crying out loud, this is outrageous. I'm normally skeptical of possibly overblown reporting, but this story seems well-researched. I would sue for this.

My bold. What possible basis could they have for concluding this in a mere report. This seems to be the domino that tipped the rest. The whole thing, if it had to be a "thing" at all, should have been a quiet and straight-forward investigation, with the reasons explained up front to the parents. No one should have been arrested, especially for what amounts to a hearsay, 3rd-party thought crime. Geez, I used to draw pictures of bikers stabbing other bikers, and nuclear bomb clouds, and who knows what else kids normally draw.
