If it's a clicker, turn the handle so the 0 (zero) of the numbers around the handle lines up with the "Newton Meters" scale's vertical line on the metal barrel. Now look at the NM scale on the metal barrel; the top edge of the handle will line up with one of the stamped values on the barrel.
Find the value on the barrel that is closest to but less than the setting you need, and turn the handle until its top edge is at this value, and the 0 on the scale around the handle is at the vertical line.
In this case, turn the handle until the 0 is lined up and the top edge is at "8.69" on the barrel's NM scale. Note that the correct alignment is where the "8.69" line meets the vertical line, not at the number itself.
Now look at the numbers on the handle's NM scale (the smaller scale), and find one that when added to 8.69 will give you the value you need.
In this case use 0.23 (to get final value of 8.92, close enough). Turn the handle clockwise (up) until 0.23 on the handle lines up with the vertical line on the barrel.
You've now dialed in 8.69 on the barrel and added 0.23 on the handle to get 8.92.
Now attach the correct socket and tighten the bolt until the torque wrench clicks/releases once. You're finished. Don't click more times or otherwise fiddle with it.
For storage, turn the handle all the way down to the minimum value.
