Like D9 says, ROB has it nailed, I'm thinking it's a BSA B40 or similar shell. The Communist BMW clone buckets are longer which wouldn't look right on your 'cycle, but they do have room for a speedo and a tach.

Brakes and suspension, various Scrambler parts, speedo/tach in headlamp .

Suzuki had a similar set up, I looked at it but the tach was mechanical operation, I'm pretty sure that the speedo would have been the correct ratio though.
