Yes that is wrong, it should not be there. Shims are metal and thin. If you are tuning your bike start with the main jet and move on to needle, shims and pilot. I had shims in (as per Jenks Bolts guide) but a session on the dyno resulted in me taking them out. YMMV
Bloody hell! The bodges some people will resort to. That is why I hate anyone else working on my vehicles.
