the way to do that would be to buy the handy tool known as the "nutcracker" it encircles the nut and applies a sharp edge and it breaks it.
not having one of those, I would dremel into 1 side till the nut could be removed. the most basic form of all these methods would be to chisel it off with a sharp tool and a steady hammer hand. and go easy there mongo, those smaller fasteners dont need to be really cranked on
