Just got off the phone with him to clarify.

He said he does it to shorten his break in cycling time. He says the sanding removes the release compound as well as 100 miles of careful riding and because you sand the entire tire it makes it the safest method as the entire surface is pre-scrubbed of the mold release goop as you remove a layer of it from the entire tire.

I find it funny and odd, but I may actually try it this set of new tires.
