Here in England the rule is that when you pass your test you get a 25kw/33bhp licence for two years. I can ride any bike as long as it's restricted to 33bhp. Restrictor kits are available for most bikes, the Bonneville kit costing £30.

In practice, the effect on the bonny is that it runs out of power after about 70-80mph otherwise it's unnoticeable.

If you're over 21 (and I am by quite a long way) you can do a Direct Access course (on a 500cc bike with a registered instructor in tow for a week) and get an unrestricted licence straight away - but I'm a patient man.
