Well there are a couple of ways to approach this.
1.) Put a 10 amp circuit breaker in line and start tracing for your short to ground, because that is what you have. Inductive amp meter would be the easiest way.
2.) Put a roofing nail in place of the fuse and look for the smoke. This approach is more commonly used in those areas that lack running water and electric lights. They also straighten frames by chaining one end to an oak tree and the other to a John Deere.
