I think that you have just learned why people refer to (and when buying used, prefer) a stock bike as being 'unmolested'.

I think a dollop of 'RTV' clear silicone sealant in the area of the locating hole will help hold things from rotating. There is also the same type of setup on the left switch module. You should be able to use a stack of fender washers and a longer screw to mount the napoleons to the plug in the bars that are used for the stock bar end caps.
