I find a useful gadget is a 5W 12V bulb connected via a pair of flying leads to male blade connectors the same size as the fuse connectors. Replace the fuse which is blowing with this and it will light up when you turn on the power if the fused side of the fuse (IYSWIM) is going straight to earth. It makes fault-finding easier as you can then progressively disconnect stuff till the bulb goes off.

It won't hurt anything as the voltage on the downstream side will be essentially zero.*
