30k miles in that short a time is more like touring miles... not racing miles. I doubt the bike was abused. But I would NOT give him $4,900. I think 30k miles is a lot on a bike regardless of age. You might start to run into a lot of maintenance costs for things that need to be replaced. You'll end up spending a lot more than $4,900 for it.
I bought my 02 with 2,300 miles on it for $6,000 even. That's only $1,100 more than what you're willing to spend and mine is "like new". Either talk the price down or look for a bike with less miles. IMO
