grip heaters with relay problem

I'm not an idiot, but I play one when working on the bike. I'm wiring up the Dual Star grip heaters with a relay and an inline fuse coming off the battery. Every time I turn the key on, I pop a fuse. I have the wired up right, I think. I have the power from the battery coming into tab #87, the "turn-on" from the little headlight to tab #86, the power out to the grips lo/off/hi switch from tab #30, and ground to the battery from tab #85. I've seen some wiring diagrams that showed tabs 87 & 30 reversed, so I tried that too. No change.

Why am I popping fuses? I'm out of 10a fuses now, so I'm off to the hardware store to buy a bunch of them and hopefully I can get some help on this. I've checked the search function and didn't see anything, so if this has already been asked and answered, I'm sorry.
