You are going to have to drill out or chisel off the existing rivets, so whatever size drill bit you use will be the size of the new rivets. probably 3/16"

Also, do NOT use soft aluminum rivets, they will fail. That is unless you want your exhaust cap and packing shooting out the back like a torpedo. (yes, it really did, and promptly got flattened by a following taxi cab)
