I believe that's the stock configuration (someone please verify!) and not a rejetted configuration.

If your plugs have clean insulators (white or light tan) then it's pretty well stock.

No, that's not normal. The plugs should fire continuously when starting -- except for the first full revolution of the crankshaft while the igniter is figuring out the crankshaft position.

It's pretty improbable that there is some ignition defect preventing the ignition from firing while cranking, but I'd test that by hanging a spare sparkplug from a plug wire, grounding the big end to the chassis with a jumper cable and cranking the engine. (Be sure it's in neutral with the clutch pulled in!) There should be a spark while cranking.

It's also quite possible that your battery is weak and that while cranking the voltage is dropping to the point that the ignition can't fire.

Clean the battery terminals, charge the battery fully and try again. (It takes about 7 hours to fully charge a 14 Amp-Hour battery with a 2-Amp charger.) If charging the battery makes no difference then it may be time for a replacement.
