I'm pretty sure the acf-50 is in the same class as boeshield.. use whichever is easier to get.
To remove rust, you have to use any of those corrosive rust removal products like naval jelly. Unfortunately, the steel will be bare steel when done and will want to rust very quickly... so apply the above products soon. I would try to replace the cheaper bolts if possible.
