I have the Triumph Throwover Panniers and have used them to travel from Indiana to Mammoth Cave and to Mid Ohio. They worked quite well and both trips involved riding in some rain. The rain covers work pretty nicely, but I also pack all of my gear in waterproof bags with a change of clothes for each day in each bag.
If you plan to also carry a pillion, these are not a good option as the straps that attach it to the pillion seat would be very uncomfortable to sit on.
