Thanks, Slinky. Found the spigot, but the hose is MIA. Either they forgot to put it on at the factory (which is how it looks, since there is no sign of wear on the paint), or it fell completely off the bike.
Can you think of any reason why there needs to be a hose there? The bike runs fine without it.
