It's most likely that the claws are the most popular part to eat and if they grow back then there's more to be had without effecting the population of crabs as much as simply fishing them out. You don't cut down an apple tree to harvest the fruit. Some will die, but maybe most will live to grow new sweet and juicy claws.
I does sound cruel, but like some things in this world I think people aren't as concerned about an ugly stressed out crab at the bottom of the ocean as a cute and fuzzy bunny.
Is a stressed crab more crabby?
