You need to think outside the box. Mount your tail bag and mount your throw-over soft panniers ON TOP of the tail pack. Or Just get a phuquing big bag to go on the rear seat and rear cowling length ways. Ortlieb do an 85 litre waterproof bag. You don't need side bags.
