Most major manufacturers have half-helmets in their lineup. On the price/quality equation, I've had good luck with HJC helmets. The most important thing is fit - buying on the internet is pretty chancy - an uncomfortable helmet will ruin any ride pretty fast.
Everyone's got their own preferences, and I beleive in people's right to make their own choices. I think people should be able to ride with any ***** thing they want on their head, although I do think anyone riding without a helmet probably doesn't have much to lose in the event of head trauma. That said, 71% of head impacts in accidents happen in areas that are covered by a full-face, but not by a half helmet. Odds improve if you wear an old-school Evel Kenevel style helmet that covers your ears, but 40-odd percent of impact happen on your face! My face may not win any awards, but I'm fond of it; it's the only one I've got. So I wear a full face.
