You don't need a kit. I just hacked up my 2000 and the rear fender cuts off easily almost as if it was made to be cut. You just need to fashion a plate holder from some sheet steel, and you are in business. The only tools I used were a dremel, hack saw and a bastard file.

There are different levels of removal. You can cut a little off and be good, or what I opted for; the buzz cut. Really cleans up the rear end.

Of the kits that are out there, they still require you to cut up the rear end. The only thing they are selling then, is a plate mount and a signal holder. Both of which you can easily make yourself.
