I'm supposed to turn it anti-clockwise by one turn when viewed from underneath?
Turn them in or up until they make slight contact, then turn out 3-3 1/2 turns. Good starting point. Do not overtighten.

These pipes also have a socket head cap screw uderneath the exaust outlet , I wonder , are they to adjust back pressure or to simply take out the , what you could call a baffle as in straight pipes.

yes, for wide open use.
