Does the bike run ok except at idle?
What is the idle speed when hot?
Its supposed to be about 1000 rpm when full HOT.

My bike changes quite a bit between cold (40F) and full hot,
like a 700 rpm difference.
I have had to turn the idle speed up to get it started when its real cold out.
I also adjusted the idle mixture screws a bit more rich for winter, which helps. Larger pilot jets might help cold starting.

It sure sounds like a fuel delivery problem, maybe drain the carbs and check for ***** in the bowls. There are screws on the bottom that open a drain, you can put a tube on the drain nipple and run it into a jar, and check for junk/water.

Although the shop said they checked the vent, maybe open the gas cap once and a while and see if that improves things.
I never trust shops to actualy do what they say they did.

I would also check the vacuum lines and ports to make sure you dont have a leak.

Another thing to check would be the throttle position sensor, a problem there might cause the bike to run funky.

Some owners have also improved things by raising the fuel level in the bowls a little, like 1 mm?

My bike is hard to start when its really cold out, but never had any hesitation when warm.
