So it isn't just me that has had the problem. I thalf suspected when it happened it would prove to be a common problem and therefore a design fault.
I tried slackening the throttle and brake lever to slide the throttle inwards but something must be holding it as I got very little travel.
The washers is obviously the solution. I have plenty in my garage.
