You want to adjust those nuts with the bike off. slacken them enough so that the butterfly close fully (you will hear it hit the stop). Then tighten them so you just have a little (a couple mm) play on the throttle when fully closed before it starts to open. The idle speed can be set with the adjuster on the left side of the bike. You can tighten both those nuts on the bike with the carbs on, just find the right angle to get in with a 10mm. I've never adjusted anything at the grip for throttle and I don't think you can.
