Mic,I`ve removed and installed my front fender[s] a dozen times without removing the wheel/tire.Just break them loose [12mm wrench or "spanner"] and take them out.Push the fender down onto the tire and roll it off. Put the new fender in place and start the bolts by hand,then tighten. Its a tight fit with the tire in place,but can be done.Enlist your kid or girlfriend to start them for you if need be.And no,the bolts are annoyingly long and will seem to take forever if they are tight and require the spanner for the whole length.
