After reading Brian's post, and re-reading yours, I think Brian's hit on the problem.
That snorkel internal extension into the filter is another tight spot that obstructs flow into the front half of the filter. The flow into the airbox has to make a 180 degree turn to reach the front half of the filter, and even after it's made the turn there's very little room between the extension and the filter for that flow to go.
It's easy enough to cut the extension off, and I can't but believe that it will improve flow quite a bit, but there's much more that can be done with both the stock and after market airboxes.
