All the dimensions appear to be in inches and the only metric parts are the bolts required to attach the tool to the cylinder head.
Personally, I bought the Triumph tool because it wasn't worth the time and effort required to design and build an alternative to a readily available item.
I'm quite pleased with the quality of the Triumph tool: it's precisely machined case-hadened steel and does the job with a minimum of nonsense.
