Actually, carbs ice when the temperature is a couple of degrees above freezing but there is high humidity. The carb gets cold because the partial vaporisation of the fuel takes quite a lot of heat.
I had a Honda Dominator that was a pig in that sort of weather but was cured with Silkolene fuel system stuff.
