I think they may be talking about the tiny little plunger on top of the float bowl of the carb that pushes the float off it's seat to allow the carb to flood. That's called "tickling" the carb, and it gives you a good squirt of gas into the cylinder for easier starting.

Bonnevilles don't have, and don't need, compression release levers or plungers.
